When you look at the description for hunters in the new player form, it says that the level cap is 20. It's definitely not anymore, so will it be changed?

As edky noted, hunters will likely need a skill overhaul. Stating they're "released" would thus be inaccurate.
They're still under development. In addition, focus is currently on content.
