 why wont the npc rose give me  the quest you get when you do the santa thing is this a glitch ???

Rose will give the quest if:

- You completed the quest required to make Rose trust you (Ixxy's Trial).
- The Holiday events are active (December 10 to January 7) and you have not previously completed the quest.
- You are at least level 24.
- You are participating as a Secret Santa, and have looked at your scroll.
