Title: What Quest do i do to talk to Andy?

I Think This is the right place to put this.
What Quest do i do to talk to Andy i have another Char
And The NPCs' don't have any quests i completed Sam's quest for
the Elementals I did that is there a different quest i need to do or what?
I only have the BFA one on my other char.

You need to do the arena quests before Andy will sell/repair for you.
The quest chain starts at "An Abandoned Crate", east of Ashaya village. ;P

Thank you for telling me about the abandoned crate.
I totally forgot about that thing and its quests toby.
