As I did the quest for the seal of the east caves I did some "science" I tried to activate Mana Shield outside the cave and walked in to see if it did anything and sure enough I was able to use Mana Shield and the seal at the same time as it states you can't use magic, Its not too much of a problem or a bug but it more-of goes against the lore of the seal I guess is the best way to describe it.

I have no clue if I'm right here, but I think it means magic DAMAGE spells, like fire bolt and embers. Can you see if it dissipates after skip or harvest mana?

I don't think it is a glitch, or bug at all. If you use something while the seal is on, then that would cause the seal to wear off. But, if you're just doing it outside the cave, nothing would happen. It's like, if you have the quest, and you ate a cupcake outside of the cave. XP

The "magic disperses it" is merely a hint that using spells with the shield will dispel it. ;)
