It's a synchronization issue with the game server: the web server doesn't know about new screenshots, and when you delete them, the game server syncs them back. I doubt you saw it saying this "24/7" because the issue has only persisted for less than an hour by the time you posted that. Which I know, because I know what caused it. :)
Logging off and on doesn't do anything, so you might just save the trouble of doing that. The only correct course of action is reporting it - and that's best done through support tickets, because they send me a notification. If you did that, I'd have fixed it yesterday, that way I'm fixing it today.
