Treat Bag Time Limit?

Just out of curiosity, Does anyone have any idea what the time limit is between every treat bag you can get? I've waited around 3 hours, and I've gotten 2 bags today..

Also, Is there a specific amount that you can get per day? Or is it unlimited kind of like the Valentine Gift Boxes?

There's probably a limit per NPC (once a day), if I had to guess. ;P
