23. why is level 41 for active players only? will it ever be available for all players?
If you're active, where's the problem? :3
While we're adding new content, folks that only come on to level up (and leave again right after) don't really help in any way. There's no point enabling test-content for people who aren't not testing.
Level 41 and the areas involving them are being tested. They'll be generally available once they're done and tested, then those people not interested in testing can see them too.
