How do you get a pet or what level can you have a pet ?

You can get a lot of pets - the easiest and earliest pet is a Baby Bluebell, which you get from Theo (west of Saliko Village) - complete the three quests he has, and help the Bluebell way in the forest back to the farm.

Ohh, but i think i already completed all the quest but he didn't give me a pet.. :'(

You probably didn't bring the Bluebell that got lost in the forest (way east of Theo, past where you picked up the honey) back to the farm.
