How do I use this item? I bought it off of Andy and then when I double click to use it, my tail item doesn't show up on the list.

Did you use something else, like a spirit bottle on it?

Did you buy it at at shop because I'm pretty sure that stuff can't be enchanted if I remember right.

Leo is correct - shop items can generally not be enchanted, but items that drop from monsters can.

It's still a good item - and a major upgrade from what anything you could get until then.
Dungeon items are still better, though (also because you can enchant them - so do save that manathread).
