Rick, I believe is the one argan that was unaffected by the curse and won't attack unless you attack first

Yes, I know. I recently killed him and got a wooden disk to give to the tiny forest sprite.

Is it possible for a water spirit to attack another water spirit that's not your pet?

Yes - there is no restriction that a monster may not attack other monsters. If a monster makes another angry (for example by hurting it, or by healing someone they hate), it'll retaliate.
