Where is High Mage Rebecca?

Where is High Mage Rebecca and what does she do?
When I switch characters, I see the create thing and it says I need to see her first.

The idea was scrapped (for reason that I don't know). You can create a new character by going to the same screen where you switch characters and clicking "New".

You can reach the High Mage Rebecca through support tickets, they'll enable the map editor (which is what 'Create' stood for) for you. ;P

Reason it's not implemented was that it didn't seem like a good idea to have people find an NPC in-game to do something outside the game. If someone wanted to make their own maps, they've always asked in one way or another, so that's how it's generally done. ;P

I'll put a more detailed explanation there for the next client update.
