Triggers
Level scaling is triggered in one of three ways:
Highly Diverse Groups
High level players joining a dungeon group with group members much lower than them are scaled if all of the following is true:
- They are entering a dungeon in a group.
- The dungeon they enter is for players five or more levels lower than them.
- Their dungeon has a player that is five or more levels lower than them.
If all that is the case, the higher level player is scaled to either the level of the dungeon, or the level of the lowest level player in the group, whichever is higher.
If everyone in your dungeon group is within four levels of each other, no one gets scaled, even if they are substantially higher level than the dungeon. You can clear BFA and the HT with a group of level 30s, and no one will get scaled.

Running a Challenge Mode
