i am posting and it still says 97 posts why is this a bug or is the server wanting me to be forever tortured never to reach 100!!

Off-Topic isn't counted.

While we are at it, don't spam the various forums just to get a certain post count. Posts like "98!" "99!" "omg is it 100 yet?!" "omg but now it is!" is nothing we need to have or preserve. Have 100 actual posts, and not 100 posts of which half is garbage.
If you do spam, don't be surprised if I delete them, and if I have to go out of my way to delete them, don't be surprised if I end up feeling slightly irritated and vindictive. :3

Anyhow, not a bug.
