Hey there! I have a question. I have a mine worker spirit bottle and coralspike spirit bottles. I was wondering if you could enchant a hat twice. If not, which one would be better for my Crown of Tempest?

You can only enchant each item once - aaaand which one's better for you depends a bit on the class you are, and on your preference. If you want extra damage, go for Mine Worker. If you want extra armour and health, take Coralspikes. If you get an Ice Spirit bottle, these go on head and have damage, too!

Oh yes, I kind of missed what item you mentioned - oops! Vendor items can't be enchanted, only monster/boss drops can. Sooooo you could either settle with headgear you got from bosses (Casper drops mage/priest headgear), or wait for the next dungeon which will have an enchantable version of your Crown of Tempest. ^^
