Yeah, you can make your own guild but it costs ten gold AND you have to have four people sign this guild form. If four people sign it, your guild is created.

Just adding onto what ShiningStars said -- to do this, you have to go see the Guild Master NPC right out of Schwartzwald Castle. You have to talk to him and buy the Guild Application Form for 10 gold (like ShiningStars said).
