I've noticed that the effects of my Ice Spirit Bottle are applied before I cast a spell. I don't really know when it would be useful, but as a priest, it's particularly annoying.
For example:
  • I cast Spiritual Regeneration on an enemy that's about to die after using Judgement a few times.
  • The Ice Spirit Bottle's effect applies.
  • Rather than restoring my mana, the icicles kill the enemy.
On the other hand, if I accidently cast Spiritual Regeneration when an enemy doesn't have Holy Brand, it fails but the icicles still apply.

The reason why it's applied before your spell is because you might cast crowd-control spells (Flash Freeze, Nightfall), which would be immediately broken by the icicle, if it happened after. This would arguably be even worse, because usually there's a very good reason when you want to take a particular mob out of combat for a while.

What I can do, however, is mark Spiritual Regeneration as a spell that doesn't cause spirit bottles to proc.
