Cythia can be first found in Blackwood Caverns after completing Missing in Action, but later relocates to Blackwood Caverns - Laurel's Room after completing Into the Abyss. After completing Critical Care, Cythia stays at the Main Tunnel Entrance in Blackwood Depths.
